Dozens of people lined up outside Animal Care and Protective Services on Saturday morning to sign up to foster and adopt 130 chihuahuas that were rescued Friday after being found neglected in a Lackawanna rental home. Despite the overwhelming support, the shelter said it still needs more foster families and will be doing another screening at 10 a.m. Monday.
